The story revolves around Bhangari Dada (Kader Khan), a gangster who dreams of getting his daughter Kiran (Raveena Tandon) married to a man who is also a gangster or involved in the underworld.
However, Kiran is in love with Raj (Govinda), a simple and honest man who works in a clothing store and has nothing to do with crime. When Bhangari Dada finds out about Raj, he completely rejects him because he’s not the “criminal” type he wants for a son-in-law.
To win Kiran’s hand and impress her father, Raj decides to transform himself into a gangster. With the help of a fake don Subramaniam (Johnny Lever), Raj adopts the name “Kaalia Bhai” and goes through a humorous and chaotic “gangster training program.”
Things start getting out of hand as Raj gets more involved in the farce. The situation turns crazier when real gangsters and cops get involved, mistaking Raj for an actual don.
